“But the thing is, you can prevent that.”
“You can take the chance of him infecting the populace and take it to zero.”
“And the answer is simple.”
“You kill the man before he can leave the room.”
“Stop him then and there before he can make all of Arcadia suffer his sickness.”
“So what do you do?”
“Try and treat him?”
“Or put him down and guarantee the safety of millions?”
“I know what my answer is, and as sure as I am of that I know even more what your answer would be, Chiba.”
“It’s simple, isn’t it?”
“You’re too fucking weak to pull the trigger.”
“Deep down in that oversized chest of yours is a bleeding heart that beats with agony for all of Arcadia. You see the sickly man, a criminal, and you try to treat him. You beat him up, break a bone, and administer a couple CCs of justice to his veins.”
“But you could never know for sure he’ll never lash out again, do you?”
“See, a doctor could monitor his patient the rest of his life and quarantine him at the first sign of his symptoms coming back, couldn’t he?”
“But by that point someone surely could have been robbed, beaten, infected.”
“Unless you know for certain the men you beat will never return to crime there’s always a chance your brand of justice doesn’t take and they find themselves prowling the streets again looking for a house to torch or a credit to steal.”
“It’s impossible to save everyone, Chiba. And the longer it takes you to learn that, the more people will be allowed to infest Arcadia with their wicked deeds.”
“Even a girl like Gemini has a dark side to her, Kaiju. What I did to her was for her own good.”
“And what I’m about to do to you is for the same reason.”
“I’m not afraid of doing what must be done.”
“I’ll kill every diseased man in Arcadia if I have to. I’ll break their bones, crush their skulls.”

“I can’t let you interfere, I can’t let you allow these men to live long enough to taint Arcadia any longer.”
