“Stop him then and there before he can make all of Arcadia suffer his sickness.”

“See, a doctor could monitor his patient the rest of his life and quarantine him at the first sign of his symptoms coming back, couldn’t he?”

“But by that point someone surely could have been robbed, beaten, infected.”

“Unless you know for certain the men you beat will never return to crime there’s always a chance your brand of justice doesn’t take and they find themselves prowling the streets again looking for a house to torch or a credit to steal.”

“It’s impossible to save everyone, Chiba. And the longer it takes you to learn that, the more people will be allowed to infest Arcadia with their wicked deeds.”
